The Geneva Declaration on Education in Emergencies & Protracted Crises

Growing political committment to education in crisis contexts

The disruption caused by conflict, climate change and pandemic disease pose a growing threat to ensuring all the world’s girls and boys complete free, equitable and quality primary and secondary education by 2030. 

Without concerted action, including more and better funding directed at reaching and teaching those affected by crises, the world will fall far short of that goal.

In response, the International Parliamentary Network for Education with the support of the Geneva Global Hub for Education in Emergencies are working to move education from the margins to the centre of humanitarian policy making and financing.

One of the outcomes of this work has been the development of a political declaration on education in emergencies and protracted crises. 

The declaration is the product of consultation with parliamentarians, education in emergencies sector experts and practitioners.

It was formally adopted at a High-Level event during the Education Cannot Wait High Level Financing Conference, in Geneva on Thursday February 16, 2023.

The Geneva Declaration is designed to provide a framework for raising awareness of the impact of forced displacement and humanitarian crises on education and to identify and generate support for actions which parliamentarians and their governments can take in response to these challenges.

The development and adoption of the Geneva Declaration is the first outcome of an ongoing strategic partnership between IPNEd and the Geneva Global Hub aimed at growing political understanding of and commitment to education in emergencies.
